Direct advisor to the President for human resources strategy, policies, and programs. Provides vision, leadership, expertise, and overall consistency to the human resources function. Ensures effective and efficient human resources management, and the development of practices and a work environment aligned with the objectives and policies of the association. Develops and implements programs, policies, and initiatives that support and enable the association’s short and long term goals for organizational effectiveness and employee satisfaction, including compensation and benefit systems, recruitment, employee development and training, performance management, policy administration and compliance, and employee relations. Develops and executes an annual personnel compensation and benefits budget in excess of $11 million for 84 full time personnel. This position reports directly to the Vice President, Finance and Operations.
Responsibilities include, but are not limited to:
Serve as a member of senior management team participating in MOAA’s strategic planning efforts, and addressing MOAA-wide policy and management issues.
Plan, develop, organize, implement, direct, and evaluate MOAA’s human resource function and performance, including: strategic planning, budgeting, project management, recruitment and hiring, onboarding, career development, succession planning, compliance, employee relations, benefits and compensation administration, coaching, training, and performance evaluation.
Provide advice and support to business unit vice presidents in implementing policies, programs, and practices in human resources management.
Provide advice and support to business unit vice presidents in order to develop working relationships and communications that support a work environment promoting organizational effectiveness and employee engagement.
Develop staffing strategies and implementation plans and programs to identify talent within and outside MOAA for positions of responsibility.
Oversee the HR administrative functions: benefits design and implementation, payroll, and compliance with applicable tax laws. Ensure MOAA’s benefits package is competitive; and that compensation is internally equitable and externally competitive. Ensure compliance with all applicable federal, state, and local legal requirements by studying new and existing legislation; anticipating legislation; enforcing adherence to requirements; and advising management on needed action.
Lead and assure HR regulatory compliance pertaining to internal and external audits, records retention, and government data filings.
Lead, initiate, and develop HR innovation efforts.
Continually assess the competitiveness of all programs and practices against relevant comparable associations and markets. Improve the programs, policies, practices, and processes associated with meeting the strategic and operational issues of the organization as needed.
Demonstrate professional presence and consistently use sound judgment that instills credibility and builds trust and collaborative relationships across all levels of the association.
Monitor environment and situations to read and assess subtleties to anticipate issues and proactively provide professional consultation before issues escalate.
Ensure efficient budget execution and thoughtful stewardship of the organization’s staff talent and resources.
Provide assistance and presentations, as needed, to the MOAA Board of Directors.
Required Professional Qualifications:
Knowledge of major content areas of human resources administration, policies, practices, regulations, and laws.
Strategic planning, program management, and team building skills with the ability to lead major initiatives according to association needs and strategy required.
Ability to make judgments based on factual information, practice and previous experience, technical knowledge, and reasonable assumptions and/or interpretations of rules and guidelines.
Ability to lead people and change effectively, and build and sustain relationships at all levels.
Ability to work collaboratively to identify and resolve complex problems and issues, and generate alternative solutions, utilizing strong influencing, diplomacy, and partnering skills.
Sound technical skills and analytical ability to drive change through utilization of business analytics.
Ability to set priorities and work on multiple projects simultaneously while maintaining a positive attitude in stressful situations.
Excellent interpersonal, communication, computer, and presentation skills. Demonstrated facilitation and negotiation skills.
Ability to represent MOAA and make effective presentations on a variety of issues to employees, management, the Board of Directors, and outside organizations.
Desirable Professional Qualifications and Experience:
Bachelor’s degree required; advanced degree in human resources management preferred. SPHR or other relevant certification preferred.
Minimum of 8 years of progressive HR experience, to include a minimum of 3 years in an HR leadership role required.
Association experience is an asset; military background or exposure is an asset.
