The American Trucking Associations (ATA), the nation’s leading trade and lobby association representing the trucking industry, is searching for a professional Director Engineering Services. The incumbent in this position will manage the policy development and regulatory affairs activities of the organization in the areas of vehicle engineering and design, intelligent transportation systems, on-board technology, information technology, telecommunications, maintenance and vehicle inspections. This position will report to the Executive Vice President, Advocacy.
Working with and through ATA’s policy committees, advisory groups, working committees of ATA’s Councils, task forces and study groups plans and manages the policy development activities in the areas covered by the department.
Working directly with ATA members regarding equipment, operational and enforcement related issues, answering questions and providing relevant, credible technical information.
Provides daily guidance to the department staff to ensure ATA’s policy and regulatory affairs activities are coordinated and serving the interests of ATA’s members.
Communicates and works with numerous government agencies to ensure that ATA’s policies are known and implemented, to the extent possible.
Works with the Legislative Affairs Division to ensure ATA’s policies are known and implemented in legislation, to the extent possible.
Communicates regularly with the Membership department and the Technology Maintenance Council regarding key technical issues relevant to allied and motor carrier members.
Directly manages ATA’s Technology & Engineering Policy Committee with overall coordination of equipment and technology issues impacting ATA and its members (both motor carrier and allied). Coordinates and communicates between this committee and other ATA policy committees and subcommittees on an as-needed basis on issues of common-interest.
Directly manages ATA Technical Advisory Group that analyzes critical technical issues for the Policy and Executive Committees.
Knowledge and Skills
BS Engineering required. Advanced technical training preferred.
Must possess at least 5 years of relevant government/private sector experience in developing policy, advancing legislative and regulatory initiatives; preference for policy and advocacy experience in applied science and technology.
Excellent communication skills (both written and oral); first-rate presentation skills for both large and small groups; strong ability for consensus-building; policy analysis. and
Writing experience to communicate complex regulatory and legislative initiatives in straightforward language.
