AOPA seeks a strong and experienced leader to direct the organization’s advocacy efforts at the federal and state level. Working closely within AOPA’s executive leadership team, and at the direction of the Executive Director, the individual will work closely with internal colleagues, multiple consultants/lobbyists, and be responsible for all aspects of our government affairs operations. This position works closely with and reports directly to the Executive Director.
This past year has been marked with important legislative and regulatory progress on several longstanding legislative priorities. AOPA has garnered significant policy wins, including a legislative victory in early 2018 when Congress recognized orthotists’ and prosthetists’ notes as being part of patients’ medical records for purposes of medical necessity. AOPA’S recent policy successes, combined with changes in Washington as a result of the mid-term elections make now the right time to move forward aggressively to lay the groundwork for bipartisan O&P policies. AOPA seeks a forward-thinking and collaborative leader to help develop and drive a new congressional advocacy strategy for the organization and the industry. This strategy should expand beyond the walls of Congress and should be creative and aggressive.
Advocacy efforts include direct lobbying; proposing, monitoring, and analyzing legislation; working in formal and informal coalitions; organizing strategic events; and mobilizing grassroots members and constituencies. Advocacy efforts also include the programmatic design of AOPA’s Policy Forum annual conference. The Director works across departments to explain the federal-state-local policy pipeline to key stakeholders and must be oriented to the big picture while remaining focused on details.
Writes timely legislative updates, action alerts, blogs, position papers and other communications, and provides relevant content to AOPA’s grassroots advocacy, congressional, and legislative news web pages. Conducts grassroots advocacy training workshops as needed. Develops and executes an outreach program for new members of Congress and their staff.
Qualified candidates should have:
8+ years of public policy or legislative advocacy experience.
Strong working knowledge of the federal legislative process and relationships on both sides of the aisle, preferably in relevant committees of jurisdiction.
Significant management experience, including leading external coalitions.
Ability to handle a large workload while maintaining an upbeat and positive approach.
Proven track record of strategic planning and effective implementation.
Strong relationships on and off Capitol Hill (Committees of jurisdiction include; Ways and Means, Finance, HELP and Energy and Commerce)
Excellent organizational, interpersonal and communication skills.
Advanced degree in law, public policy, or political science strongly preferred.
Some travel required
Strong knowledge of Microsoft Excel, Word, PowerPoint, and Outlook required
Knowledge of Phone2Action or similar platforms
