Helios HR has been retained by the Daughters of the American Revolution (DAR) to recruit a highly capable Human Resources Director for its DC headquarters. Founded in 1890 and housed in an iconic, historic building 3 blocks from the White House, the DAR is a non-profit, non-political volunteer women's service organization whose 185,000 members are passionate about serving others.
As DAR’s Director of Human Resources, you will help this organization and its members achieve their mission by developing and implementing policies and programs including employment, compensation, benefits, onboarding, training and employee relations. You will provide leadership and counsel, recommend policies and practices to the Administrator and Executive Committee, and ensure compliance with all federal and state laws.

ESSENTIAL DUTIES:
Directs all employment and recruitment activities, including establishing related policies and procedures. Oversees and performs executive, professional, administrative and technical personnel selection. Oversees all interviewing, testing, selection, and related employment/recruitment activities. Responsible for internal transfers and placements including terminations. Maintains knowledge of industry trends and employment legislation, including Federal and District of Columbia laws. Consults with legal counsel as appropriate. Provides leadership and counsel to departmental supervisors and recommends appropriate actions.
Plans, develops and implements new and revised compensation programs, policies and procedures. Is responsive to organization’s mission, goals and competitive practices. Administers wage and salary plan. Oversees job analysis and evaluation process. Conducts wage and salary surveys to obtain market data. Interprets salary policies and procedures. Provides advice to Administrator and Executive Committee concerning compensation practices.
Plans, develops and implements benefit programs and policies. Surveys and monitors industry. Analyzes costs and negotiates/work with insurance brokers or carriers to ensure maximum coverage at minimum cost to the National Society and employees. Uses technical expertise and in-depth knowledge of policies and plans to resolve complex issues. Ensures that all benefit plans are administered in compliance with applicable federal and state regulations, including the Employee Retirement Income Security Act (ERISA).
Develops and administers organizational policies and procedures that comport with best HR practices. Provides leadership and counsel to Executive Committee, Administrator, department heads and employees concerning application of policies and procedures in compliance with federal and District of Columbia laws.
Provides day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions).
Oversees Human Resources department and DAR salaries and benefits budget. Conducts analysis and forecasting related to Human Resources programs, initiatives and planning, designed to assist DAR in achieving organizational objectives.
Analyzes, assesses and recommends employee training and development programs, working in conjunction with Administrator, department heads, supervisors and training provider.
Focuses efforts on developing, building, and measuring the organization’s culture, employee engagement initiatives and HR activities. Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
Handles employee relations counseling, and facilitates conflict resolution, working with the Administrator, department heads and supervisors as necessary.
Implements and oversees functioning of Human Resources Information System to assist in achieving departmental goals.
Assists Administrator in accomplishing goals and objectives of organization’s plan established in cooperation with Executive Committee. Participates in developing departmental goals, assisting department heads as necessary. Recommends new approaches to effect continual improvement in departmental operations.
Supervises Human Resources staff. Monitors performance related to achieving goals and objectives of department and the National Society. Ensures proper record keeping pertaining to employment, compensation, benefit programs, and worker’s compensation in compliance with applicable federal and state laws.
Serves as the Recording Secretary of the DAR HR Committee. In this capacity, the HR Director provides assistance in Human Resources matters for the Chairman, serves as the Recording Secretary for the committee meetings, and is a non-voting member of this committee.
Performs other duties as assigned by the Administrator.

EXPERIENCE:
Minimum five years of experience in a non-profit environment required, including experience working with a Board of Directors
Minimum eight years of previous experience directing the Human Resources function required
Experience that included providing counsel and advisement to Board members and senior management is required.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Highly developed interpersonal skills, diplomacy and sensitivity, and the ability to exercise considerable judgment and discretion in establishing, building and maintaining effective working relationships
Advanced written, analytical, organizational, communication and presentation/speaking skills
Ability to develop and analyze a budget consistent with departmental and organizational objectives.
Excellent proficiency in Microsoft Office Suite, especially Word, Excel and PowerPoint
Knowledge of ADP Workforce Now and/or ability to adapt quickly to and master new HRIS databases highly desired
Skilled in applying knowledge of human resources best practices
Thorough knowledge and understanding of federal and state laws and fiduciary responsibility provisions necessary for compliance with District of Columbia and federal regulations.
EDUCATION:
Bachelor’s degree required
SHRM-SCP, HRCI-SPHR certification or the ability to obtain certification within 12 months of hire
Master’s degree in Business Administration, Human Resources Administration or related degree preferred
ESSENTIAL WORK ACCOUNTABILITIES:

Develop department goals and work plans, including plans for special assignments and other projects as necessary
Prepare the annual department budget and manage department activities within the scope of the budget
Effectively implement decisions in accord with the bylaws and policies passed by the Executive Committee that impact the Human Resources department and entire DAR staff
Effectively interact and communicate with senior management, National Officers and staff
Be able to develop, review, and/or draft proposals or other reports for senior management, including position papers or proposals as requested, and to develop/draft reports, including motions for the First Vice President General and HR Committee at each Board meeting, as needed
