The National Conference of State Legislatures is a bipartisan organization that serves the legislators and legislative staff of the nation's 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. This position requires a high level of knowledge and expertise in the training field with the ability to handle, organize or oversee any task or project in the program. A Senior Training Specialist possesses expertise across a broad field and with in-depth knowledge and understanding of state legislatures and NCSL. A Senior Specialist has developed a national network of professional contacts in the assigned field. Employees in this class give generously of their time and are sought out regularly by other professionals for their knowledge, skills, advice, and technical expertise. Work of a specialist is distinguished by a consistently high level of performance, above average initiative, and more frequent complexity and diversity of assignments. A Senior Training Specialist produces high quality work that does not require close continuing review, operates effectively and skillfully in virtually any NCSL forum, and can handle independently and with a high degree of competence the full range of tasks and services of a program. A Senior Specialist should have a consistent record of appropriately handling unusual and stressful situations, politically sensitive matters, and difficult personalities and exemplifies the highest standards of professional conduct and dependability even under pressure or in unanticipated situations.
This position is grant-funded and is subject to reduction in percentage of time covered or elimination if grant funding becomes unavailable.
RESPONSIBILITIES AND DUTIES:
The key distinctions for a Senior Training Specialist are in knowledge gained through experience, the degree of independence in performing duties, the program-wide scope of responsibilities, and a consistently outstanding degree of comportment, achievement and effort.
Distinguishing duties may include:
Deliver high quality training experiences to bipartisan legislative audiences in capitols and at NCSL meetings.
In conjunction with others on the training team, develop professional development modules to meet the needs of NCSL’s members.
Contribute written articles and blog posts on skills strengthening.
Assist with development of internal programs (similar to orientation programs at meetings and the like).
Assist in conducting surveys of legislators and legislative staff to determine priority training needs.
Identifies opportunities and initiates ideas for presentations, publications, technical assistance workshops, videotapes, letters, memos, newsletters and articles.
Work with legislative professionals who coordinate training programs to promote NCSL’s offerings.
Covers and executes assignments on any subject assigned to the program, provides effective backup support to other professional staff, and takes a leadership role on projects involving more than one program.
Frequently and routinely is delegated priority assignments which include those that are politically sensitive, critically important, quickly needed or have the potential for damaging the organization's reputation if not well handled. Maintaining confidentiality in requests is critical.
Critically reviews one's own work and independently initiates improvements or refinements.
Independently develops and maintains relations with funding sources and can conduct even the most sensitive negotiations to commit the organization's resources without compromising policy or services.
Performs other responsibilities as needed.
This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, copy machines, scanners and smartphones.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit; stand; walk; open filing cabinets; bend; stoop; use hands to finger, handle or feel; and reach with hands and arms. The employee may need to lift and carry objects up to 50 lbs. Requires the ability to travel locally, regionally and nationally, including overnight and weekends.

Experience and Education
Bachelor's degree required plus six+ years of relevant and progressive work experience. Four+ years in the training field strongly preferred. Some post baccalaureate education is preferred, and up to two years credit for a graduate education (i.e. a masters degree, advanced professional degree or doctoral degree) may be substituted for the required work experience.

Excellent communication, research, analytic and organizational skills.
Excellence in working effectively and professionally with legislators and legislative staff and dealing with politically sensitive constituencies.
Excellent facilitation skills and training in facilitation.
Ability to maintain a nonpartisan demeanor in all circumstances.
Excellence in working independently and under pressure on multiple projects.
Substantial knowledge, technical expertise and mastery of adult learning and training techniques.
Knowledge of state legislatures and state-federal issues is strongly preferred.
Able to maintain confidentiality and handle politically sensitive work.
