JOB SUMMARY: Provides day-to-day operational responsibilities in all areas of Benefits Administration including Medical, Dental, Vision, Life insurance, AD&D, FMLA, Short-term disability, Long-term disability, 403(b) Plan, 457(b) Plan, Long-term Care. This position will work directly with our benefits broker and is the main point of contact for all employees regarding any issues with benefits. Position also responsible for job descriptions, job analysis, job evaluation and market pricing. Ensures compliance with Federal and State regulations. Assists in the budgeting process and in developing departmental goals and systems.
Identifies, researches and recommends improvements and changes to control costs and provide competitive health benefits and quality services to SOA employees.
Works with Sr. Director and external benefits broker to review various benefits surveys to ensure a competitive overall benefits package is offered to employees.
Regularly reviews and analyzes the status of all benefit plans to ensure full compliance with all Federal and State regulations.
Develops and implements an effective communications strategy to increase awareness and ensure benefit plans are effectively utilized.
Manages all aspects of annual open enrollment process.
Serves as HIPAA Officer. Ensures that protected health information (PHI) will be used or disclosed in a manner consistent with the SOA plan document or policies and procedures contained in the HIPAA procedural manual.
403(b) Plan and 457(b) Plan– responsible for compliance reporting and communication to employees.
Conducts new employee orientation meetings with new hires. Ensures completion of required documents.
Conducts benefit exit interviews with departing employees. Explains coverage options and details.
Gathers and provides data for annual audits, 5500 reports, etc. as requested by the auditors.
Ensures all FMLA, Short-term Disability, Long-term Disability and Life Insurance claims are properly tracked and administered to ensure compliance with federal and state regulations and SOA policy. Advises Supervisors of legal obligations.
Writes and updates job descriptions. Initiates job description review and revisions with Supervisors.
Performs job analysis for new and existing positions. Evaluates and grades positions to include making recommendations for merit and promotional increases.
Participates in appropriate salary surveys on a timely basis. Purchases salary survey data.
Contracts with external compensation vendors for market pricing projects.
Serves as the main point of contact and provides excellent and timely service for all employees with questions/problems regarding compensation and benefits issues.
Manages the Reward & Recognition Program.
Manages the Annual Conflict of Interest process.
Other projects and duties as assigned.
EDUCATION AND EXPERIENCE REQUIRED (an equivalent amount of training, education and experience will be considered)
A Bachelor’s degree in Human Resources or a related field.
A minimum of five (5) years of progressive experience managing Benefit plans in a corporate environment.
Experience working with vendors/insurance companies and benefits brokers.
A minimum of three (3) years of experience working with salary structures, conducting job analysis and job evaluation. Familiarity with market pricing preferred.
Human Resources designation is preferred (PHR, SPHR).
Requires PC literacy with an aptitude for understanding technology and how it can be applied to bring value add to Human Resources. Working knowledge of Office products; proficient in Excel.
Experience with ADP system strongly preferred.
