The Executive Director and CEO is responsible all management functions of the Association including overseeing an approximately $1 million budget; direction of all activities of the Association as prescribed by the Board of Directors; executing contracts, agreements, and commitments for and on behalf of Association, working with all Association committees providing liaison and staff support; acting as spokesman for the Association to maintain effective relationships with Congress, US Army Corps of Engineers, federal agencies, and other organizations to advocate he viewpoints of the Association; coordinating industry input from DCA members to the Corps and other U.S clients in regard to environmental, technical, and regulatory issues such as dredged material disposal, hydrographic surveying, safety, licensing and inspection, environmental compliance, procurement, and contracting, and oversight over the planning and coordination of the Annual Meeting and other meetings as necessary.

Qualifications include a Bachelor’s degree, preferably in management or business, or government relations, and at least 10 years senior or executive-level experience, including some manufacturing trade association experience. Requires demonstrated legislative and regulatory advocacy experience. Knowledge of the federal funding process and federal regulations, such as the Jones Act, that benefit the marine and/or dredging industry, and familiarity with the US Army Corps of Engineers, Department of Defense, Department of Commerce, the Coast Guard, EPA, and USTR is desirable. Knowledge of association governance practices and experience providing educational services and resources to members are preferred. Knowledge of the domestic maritime and/or dredging industry is a plus. Candidates must have strong leadership, management, organizational, and coalition-building skills and executive level relational skills and demeanor.
