The National Association of Manufacturers (NAM) is seeking a Vice President of Domestic Policy. The Vice President of Domestic Policy serves as the key advisor, issue expert, lobbyist and spokesperson for the NAM and its members on tax, corporate finance, technology, health care and regulatory policy issues before Congress, the White House, federal agencies, and other key stakeholders such as media.
This position is responsible for developing and executing legislative and regulatory strategies on designated issues as well as setting and executing on research objectives in those areas to advance manufacturers’ priorities.
The successful candidate knows how to leverage research, media relations and public affairs (grasstops/grassroots) strategies in their lobbying approaches. The successful candidate is a dynamic leader with a track record of advocacy successes who is able to analyze and communicate complex issues clearly and succinctly to a variety of audiences.
Key responsibilities include leading a diverse team of policy experts; working collaboratively with other internal groups to develop and execute advocacy strategies; serving as a voice for manufacturers before relevant policymakers on Capitol Hill and in the Administration; working closely with key leaders at the NAM’s 14,000 member companies to identify policy priorities; communicating with internal and external stakeholders about the NAM’s policy work; and ensuring that the NAM is responsive to the needs of manufacturers on the assigned policy issues.
The Vice President of Domestic Policy also serves on the NAM’s management team and may participate on organization-wide initiatives as determined by senior leadership.

Policy and Advocacy: Engage and drive with member companies, elected officials, executive agencies, other associations and coalitions policy positions, strategies and tactics to achieve advocacy successes that encourage the growth of manufacturing in the United States. Serve as a lobbyist for specific policy areas. Oversee the development of compelling written work product that advances the association’s policy goals, including reports, letters to policymakers and Congressional testimony.
Staff Leadership and Management: Lead and oversee the Domestic Policy department’s activities and assigned staff members and, as necessary, vendors and consultants. Manage workload, set priorities and ensure execution of duties. Provide performance feedback, encourage and create opportunities for professional development and conduct quarterly performance appraisals. Maintain a learning culture that adapts to the changing political landscape and policy developments. Manage departmental budget and ensure compliance with the highest ethical standards.
Media and External Liaison Activities: Conduct media interviews on key issues as designated by the Communications Division.?Serve as a spokesperson for the association, testifying before Congress and making presentations as needed.
Interdepartmental Collaboration: Work collaboratively with the other departments within the NAM to ensure that policy development and advocacy work are aligned with overall organizational goals and objectives. Foster a spirit of teamwork and shared purpose among department members that allows for open communication, appreciation of diversity of viewpoints and perspectives and cohesiveness.

A minimum of 12+ years of related Capitol Hill, Executive Branch and/or Association policy development experience.
Proven leadership skills with experience in team management.
Exceptional understanding of legislative and regulatory processes.
Excellent communication skills, both verbal and written.
Proven ability to work effectively in a fast-paced, quality and goal-driven environment.
