The Home Care Association of America (HCAOA) is seeking a strategic, experienced government relations professional to help lead the association’s advocacy efforts on behalf of more than 4,500 home care agencies nationwide. This is an opportunity to advance policies that support aging in place, protect access to home and community-based services (HCBS), and strengthen the direct care workforce.
The Vice President of Public Policy will help drive federal and state advocacy, manage key committees, and coordinate with HCAOA’s contract lobbyists across the country. The position reports to the CEO, works closely with the Vice President of Government Relations, and plays a central role in shaping the association’s positions on legislation, regulation, and public policy.
Key Responsibilities
Develop and execute advocacy strategies on priority issues affecting the home care industry at both federal and state levels
Analyze state and federal legislation and regulations related to Medicaid HCBS, licensure, reimbursement, workforce policies, and more
Draft position statements, comment letters, testimony, and policy briefs
Co-lead and support HCAOA’s Policy Committee and other relevant committees
Organize member advocacy efforts, including annual Advocacy Day in Washington, DC
Manage relationships with state lobbyists in 8 states
Support state chapter leaders and promote member engagement
Provide guidance and policy support to members on state-level Medicaid developments affecting HCBS
Help shape and promote HCAOA’s grassroots advocacy initiatives
Represent HCAOA in coalition efforts and before government stakeholders
Collaborate closely with internal communications and membership staff to keep members informed and engaged
Enhance the value of the Advocacy Fund and assist with fundraising efforts
Qualifications
10+ years of professional experience in government relations, legislative affairs, or health policy
Strong understanding of the federal legislative and regulatory process
Demonstrated expertise in Medicaid HCBS programs, at the state and federal level
Familiarity with CMS related policies, aging services, and home care delivery models
Exceptional writing and communication skills, including experience drafting formal comments and public statements
Proven ability to manage multiple priorities in a fast-paced environment

This position is fully remote, and the successful candidate must be able to sustain relationships with other team members virtually. Travel to HCAOA events, certain Board meetings, staff retreats, and some state chapter functions will be necessary.
